Program Manager, Environmental Policy
National Association of Home Builders
The National Association of Home Builders (“NAHB”) is seeking a program manager to provide technical assistance and policy guidance on a range of environmental and emerging resiliency-related topics.
The position will advocate for the housing industry before federal regulatory agencies conduct research, provide technical assistance, and participate in national construction, real estate and development coalitions to affect federal and state regulatory agendas and proposals.

Candidates must have experience implementing federal, state or local stormwater requirements, a solid understanding of key aspects of the NPDES program including permit requirements for active construction sites, post-construction stormwater requirements imposed by municipalities, and EPA policies on TMDLs and nutrient trading. The ideal candidate would have a proven knowledge of federal rulemaking processes. Knowledge of state or local disaster-resilience or floodplain planning a plus.
Knowledge of other environmental statutes and regulations is a plus, as the candidate must be able to manage emerging issues, as assigned. Candidates must be able to work independently, effectively manage multiple projects, and meet competing deadlines.
A minimum of three years of environmental policy experience in a federal, state or local regulatory agency, or an equivalent private sector position is required. A Master’s degree or Ph.D. in Environmental Science, Environmental Policy, Environmental Law, Environmental Engineering, Natural Resources, or comparable experience and education, is required. |
