SUMMARY OF POSITION:
The Director of Information Technology Program Management is responsible for overseeing and managing internal/external technology platforms that organize information and data related to the ASTA network and that provide services to that network. This includes program managing IT projects with external IT system providers with the aim of optimizing technology activities at ASTA. Included in this portfolio of responsibilities are ASTA member acquisition and the member renewal processes, event registration and management, and management of ASTA’s corporate website, ASTA.org. In the immediate term, the Director will also oversee and program/project manage the re-design of ASTA.org currently in work with services provided by multiple external technology providers.
The individual is also responsible for developing ASTA’s IT strategy as well as coordinating, directing, and designing all operational IT activities, providing direction and support for IT solutions enhancing and optimizing the Society’s operations. Reporting to the Senior Vice President of Industry Affairs & Education, this individual is responsible for daily IT operations, including website updates and fixes, ensuring technical efficiencies, and the security of all ASTA applications and networks.
Formulates, organizes, and monitors inter-connected technology projects
Decides on suitable IT strategies and objectives
Coordinates cross-project activities
Owns and leads program/project management activities in the technology area
Develops and controls IT deadlines, budgets, and related activities
Owns and manages external technology suppliers including responsibility for negotiation and execution of related contracts, agreements, and their ongoing support
Applies change, risk, and resource management as appropriate
Assumes responsibility for the program’s people and vendor resources, both internal and external
Assesses program performance with an aim to maximize ROI
Resolves scope issues associated with technology projects
Prepares reports for and updates to ASTA senior leadership and other team members
Leads ASTA’s strategic planning effort evaluating, recommending, and overseeing the implementation of technical architectures and computing solutions, including:
Developing strategies to automate and streamline existing membership support provided to ASTA members; streamlining new and renewal membership processes as well as the same for event registration.
Strategically evaluating and recommending those manual processes that can be automated, including solutions for doing so.
Ensuring all external-facing products and services are mobile-ready with a current industry look and feel.
Developing ways to ensure increased ease of use for all ASTA IT products and services whether internal or external
Oversees systems development/enhancements and the integration of new systems with existing systems.
As overall program manager, leads the current initiative to re-design and develop ASTA.org website - with both a member and consumer focus - working with internal stakeholders and selected external vendors responsible for developing and delivering the new site.
Evaluates, plans for, and maintains infrastructure to support and guide individuals, ASTA departments and its websites in computing and information technology efforts.
Provides project and timeline management by documenting requirements, executing plans, and working with staff and AMS (Association Management Software) to successfully deliver projects.
Oversees and assists with troubleshooting malfunctions of network hardware and/or software applications within the organization’s local and area wide networks (e.g., servers, hubs, routers, and network protocols, etc.) for the purpose of resolving operational issues and restoring services.
Communicates in plain English with internal and external stakeholders regarding IT projects and priorities.
Thrives in an organization and system structured with remote employees.
Leads and provides website maintenance and enhancements.
Optimizes IT system speed and scalability.
Writes functional requirement documents and specifications.
Consistently checks, debugs, and improves current sites and systems (IT Quality Control ownership).
Leads the provision of website maintenance, fixes, and enhancements in a hands-on manner.
Create IT-related educational resources for use by ASTA members
Other duties as needed
EXPERIENCE AND SKILLS:
Minimum of three (3) years’ experience in information technology
BS/BA degree in management or a relevant field; MS/MA is a plus
Proven experience as a Program/Project Manager
Thorough understanding of project/program management techniques and methods
Excellent knowledge of MS Office; working knowledge of program/project management software (Basecamp, MS Project, etc.) is a strong advantage
Outstanding leadership and organizational skills

Strong technical knowledge and abilities regarding hardware, software applications, networks, etc. in a Windows environment including but not limited to:

Experience with and knowledge of software development languages, report writers, networks, iMIS (current versions), web design, Windows operating systems, Adobe, .NET, CMS, Solomon, SSRS reporting, Visual Studio, SharePoint, and eShow is a plus.
Experience within a trade association’s IT systems as well as with IT strategic planning.
Experience and proven skills in negotiating with vendors and managing vendor contracts and relationships.
Experience generating IT budgets, cost/ benefit analyses and cost projections.
Experience transitioning products to mobile platforms.
Proficient understanding of web markup and server-side pre-processing platforms a plus.
Solid understanding of SEO and SEM principles and ensuring that applications conform to them.
Building integrations between systems using Web services and SQL SSIS packages.
Excellent diagnostic skills to troubleshoot issues related to products.
Strong internet technology skills (IIS, http/https/ftp/SSL protocols).
Strong Windows server configuration and networking skills a plus.
Proactive team player and willing to help in other areas of the ASTA organization when necessary.
3 years+ MS SQL Server skills (stored procedures, triggers, SQL Profiler) a plus.
3 years+ programming experience (C#, ASP.NET, SOA/Web Services, XML and XSL) a plus.
3 years+ Visual Studio a plus.
3 years+ Networking and Office 365 administration a plus.
